Western Union Cash Pickup in Colombia: Acciones y Valores Limits and Non-Resident Caps

Western Union and its Colombian agent Acciones y Valores publish different cash ceilings. Here is what to carry, which cap to ask about, and what to do when the amount is too big for bills.

Quick answer: Western Union and its Colombian paying agent, Acciones y Valores, publish cash caps that do not match. Before anyone sends a large transfer for cash pickup, the sender and the receiver should read both policies and then ask the paying office which rule it will apply to you.

I would not trust the neat "USD 3,500 for non-residents, USD 7,500 for residents" pair you see repeated online. Those two numbers come from different parts of Western Union's own page, and the agent publishes the opposite cash split. Everything below reflects what the operators' pages showed on 29 October 2026, so treat it as a checklist of questions, not as statute.

What to bring to the window and how to track the transfer

The pickup data is consistent across the operator pages. You need a valid, unaltered government photo ID, plus the sender's full name, the country the money came from, the approximate amount, and the MTCN (the Money Transfer Control Number). Western Union's Colombia receive pages list an international passport, national ID, residence ID, refugee or asylum ID and diplomatic or service passport, subject to Colombian banking rules. Acciones y Valores lists the cédula, cédula de extranjería or passport. Bring the original; do not assume a phone photo will be accepted.

To follow a transfer, the Colombia receive page points to wu.com using the sender's name and the MTCN. Funds are generally available within minutes, but only while the paying office is open, and local limits can slow things down.

Safety basics: give the MTCN only to the named receiver, make sure the name on the transfer matches the ID before the sender confirms, and count the cash at the window. The MTCN alone should never be what pays out, so be wary of anyone who asks you to share it.

Western Union's published Colombia restrictions

On Western Union's Colombia page (accessed 29 October 2026), the payment block says the maximum principal is USD 7,500 per transaction. A payment to a resident above USD 3,000 is issued as a Colombian-peso check marked "for deposit only", available 24 hours after deposit into a checking account or 72 hours into a savings account. The maximum cash payment to a non-resident is USD 3,500. The correct MTCN is required, a test question is not allowed, and dollar bills are paid only if that location has them.

Note what this is: the company's agent restriction, not a live Banco de la República article. Older texts that cite Articles 75 and 78 of Resolución Externa 8 de 2000 are out of date, since the DIAN compilation marks them repealed. So do not tell anyone that Colombian law itself forces a 24-to-72-hour check.

Acciones y Valores' own cash table

The agent's office pages say something different. Colombian citizens are paid in cash up to the peso equivalent of USD 5,000, with larger amounts going by abono en cuenta (credit to an account). Non-residents or tourists are paid in cash up to the peso equivalent of USD 7,500. Its requirements article repeats the split and adds that payout depends on peso availability at the agency. A separate office-page line allows cash above USD 5,000 only for a documented financial obligation, hospitalization or funeral expense. That exception is narrow; do not stretch it to tourists or to the Western Union check rule.

You do not need a bank account for an in-office cash payout, and the agent says it has more than 200 of its own offices. Western Union's receive page cites 3,500 pickup locations, but that figure is footnoted to 30 June 2018, so neither number is a current national count. Use the live locator for the branch you plan to visit.

Who counts as a resident?

This is the gap that trips people up. A passport-carrying tourist is clearly a non-resident, and a cédula de ciudadanía holder is clearly a Colombian. But neither operator page says how a foreigner with a cédula de extranjería is classified. I would not guess. If that is you, ask the office which rule it will apply before the sender picks an amount. A wrong assumption can turn a cash pickup into a check you have to deposit and wait on.

What it costs the receiver

Western Union says the sender pays the transfer fee, and receiving is free. The 0.4% tax on the principal and the 16% tax on the sending fee that appear on Western Union's Colombia page sit on the send side, so they are not receiver charges.

Where you do lose money is the exchange rate. Western Union sets it from interbank rates plus a margin, it can be worse than the publicly quoted rate, and the company keeps the difference on top of the fee. I will not quote a spread because none is published. For the mechanics of converting dollars to pesos, see our USD to COP transfer guide.

On the 4x1000 financial-movements tax, the Acciones office page displayed a peso cutoff on 29 October 2026. Do not treat that as the legal threshold; ask the cashier what applies that day.

If the amount is above the cash cap

Do not assume the excess will come out as bills. You have roughly three paths, and they are separate rules, so do not merge them:

  • Account credit: Acciones' own article describes abono en cuenta through its client portal, using the MTCN, sender name, origin, relationship and source of funds, to a Colombian account or wallet such as Bancolombia, Davivienda, Nequi or Daviplata. It says the agent charges no commission for that credit. Do not count on every bank posting in minutes.
  • Deposit-only check: Western Union's resident rule above USD 3,000, with the 24- or 72-hour wait after you deposit it. Never hand such a check to a private buyer or seller as if it were cash.
  • Hardship exception: the documented obligation, hospitalization or funeral case at Acciones, up to its stated limits.

If you can receive in a bank or wallet, a Wise or wire transfer may suit you better than standing at a counter. For senders weighing a last-mile wallet, see Remitly and Bre-B; Bre-B does not replace an international send. Longer-stay readers who keep hitting cash caps will eventually want an account: see opening a Bancolombia account as a foreigner.

Two agents, registration calls and refunds

Western Union's Colombia materials show two paying agents: Acciones y Valores and Giros y Finanzas. The receive page says Colombia requires registration when a transfer exceeds frequency and cash limits. Giros y Finanzas tries to call up to three times in the 15 days after the send; if it cannot reach you, Western Union cancels the transfer and refunds the sender. That page prints no dollar or frequency trigger, so keep your phone number correct and answer unknown calls during that window.

Under the Acciones terms, if the beneficiary has not been paid or credited within 45 days, the sender can request a written refund of the principal at the exchange rate then in effect. That is the operator's contract, not a statute.

Corridor exception: Santa Lucía to Cúcuta

On Western Union's Colombia page, transfers sent from Santa Lucía to Cúcuta have their own rules: up to USD 500 paid in cash, documentation of the sender's source of funds above USD 5,000 in aggregate, and payments up to USD 2,000 in cash for foreigners of Venezuelan nationality. This applies to that corridor only, not to the rest of the country.

Do not mix this up with the sending cap on the same page: sending from Colombia is limited to USD 9,500 per transaction, in pesos only.

Check office hours around the All Saints bridge weekend

Around Monday 2 November 2026, confirm your specific office's hours before you travel. The operator pages already disagree: one Acciones block shows Sunday closed and Saturday until 2:00 p.m., while Western Union's help page lists Acciones on Sunday from 8:00 a.m. to 6:30 p.m. Giros y Finanzas lists weekends and holidays from 8:00 a.m. to 8:00 p.m. That does not mean your branch will be shut, only that you should call first. Remember that "minutes" only counts while the office is open.

Frequently Asked Questions

❓ Can I pick up a Western Union transfer in cash in Colombia with only a passport?

Yes, a passport is on Western Union's Colombia ID list, and Acciones y Valores pays cash without a bank account up to the cap that office applies. Bring the original passport plus the MTCN, sender's name, origin country and approximate amount (verify with the official source, as accessed).

❓ Why do Western Union and Acciones y Valores show different dollar limits?

They simply publish different rules. Western Union's page shows a USD 3,500 cash maximum for non-residents and a deposit-only check above USD 3,000 for residents, while Acciones shows USD 5,000 for Colombians and USD 7,500 for non-residents or tourists. Confirm with the paying office before the sender sends (verify with the official source, as accessed).

❓ Is a non-resident limited to USD 3,500 in cash?

That is what Western Union's Colombia payment block says. Acciones y Valores' pages say non-residents or tourists can be paid in cash up to the peso equivalent of USD 7,500. Do not collapse the two; ask the office which cap it applies to you (verify with the official source, as accessed).

❓ What happens to a resident if the transfer is over USD 3,000?

Western Union's page says the payment is issued as a Colombian-peso check marked "for deposit only." It becomes available 24 hours after a checking deposit or 72 hours after a savings deposit. That is the company's agent restriction, not a statute (verify with the official source, as accessed).

❓ Does the person collecting the money pay a fee?

Western Union says receiving is free and the sender pays the transfer fee. The exchange rate, however, is set by Western Union and can be worse than interbank rates. Ask the cashier about any tax that applies on the day of pickup (verify with the official source, as accessed).

❓ What if I have a cédula de extranjería?

Neither operator page says how a foreign resident with a cédula de extranjería is classified, so it is unclear whether the lower or higher cash cap applies. Ask the paying office before the sender chooses an amount (verify with the official source, as accessed).

❓ The transfer is above what the counter will pay in bills. What are my options?

You can ask for abono en cuenta through the agent into a Colombian account or wallet, or take the deposit-only check where Western Union's resident rule applies. Acciones allows cash above USD 5,000 only for a documented obligation, hospitalization or funeral expense (verify with the official source, as accessed).
