Short answer: a foreigner opens a Bancolombia savings account in a physical branch, with original identity documents and a fresh copy, not on the website. The surprise for most people is not the form. It is turning up with a document the bank does not accept for opening an account, usually the QR slip you get while your plastic cédula is still being printed.

This guide stays inside Bancolombia's own procedure. For a multi-bank overview, read our general guide to opening a bank account in Colombia as a foreigner; this article is the Bancolombia branch detail. Fees below are dated, because Bancolombia has changed its tables more than once.

Branch, not website

Bancolombia's help page on where to open an account (dated 25 September 2024) says the website route is for a Colombian citizen aged 18 or older with a cédula de ciudadanía who lives in Colombia. Its savings page, which I checked on 14 October 2026, says foreigners need in-person verification at an office.

So plan a visit. You will fill in the vinculación form (the customer-onboarding form) at the branch, with fingerprint and signature. A traditional savings account needs no opening deposit, according to the bank's branch-opening page dated 2 October 2026.

Honest downside: approval is not guaranteed, and document lists can vary by branch. Never pay an intermediary who promises a guaranteed opening.

What to carry, by category

Bancolombia publishes a foreigner document list on a help page dated 18 December 2023. Treat it as the bank's published list, not as a complete statute, and know that the branch may ask for something extra. Bring originals.

Your situationOriginals listed by Bancolombia
Teacher, employee or independent workerVisa, passport or cédula de extranjería temporal; a second photo ID; an employment letter with company name, income and tenure
StudentSame IDs, plus a school or university letter stating enrollment and program length
Investor, or foreigner temporarily in a border cityVisa, passport or cédula de extranjería temporal, plus a second photo ID
Political officialCancillería protocol carnet
Venezuelan citizenPPT or the Migración Colombia certificate for that process, including minors
MinorRequest made by a parent or legal representative

Notice what is not universal: the income letter is listed only for teachers, employees and independent workers. I would not invent a utility-bill requirement either. For the physical-branch opening itself, the bank's 2 October 2026 page asks for your original ID plus a copy enlarged to 150%, unless the branch uses biometrics for a digital cédula.

A RUT (tax registry) copy is requested from independents with an economic activity and in special cases the bank flags. It is not a universal foreigner requirement on the pages I reviewed.

Contraseña versus cédula de extranjería

These are different documents, and mixing them up is the classic reason for a wasted trip.

  • Cédula de extranjería: the foreigner ID card issued by Migración Colombia to foreigners older than 7 with a visa longer than 3 months.
  • Contraseña: the digital QR slip issued at the end of your Migración appointment while the physical card is printed.
  • Cédula de extranjería temporal: a separate term that appears in Bancolombia's category list above.

Bancolombia's foreigner page says the contraseña de cédula de extranjería is not valid for procedures, onboarding or opening products. The only exception it writes is a foreigner who lives in Colombia and holds a tutela (court ruling). The contraseña exception on the 2 October 2026 branch page concerns a cédula issued by the Registraduría, the Colombian citizen's document, so do not apply it to yourself.

Per Migración Colombia (page accessed 14 October 2026), the 2026 general issuance fee is COP 294,000, with delivery estimated at 10 business days after payment. You file the FUT form, attend your appointment with the original passport and visa, and request the card within 15 calendar days of entry or in-country visa issuance. Practical advice: wait for the plastic card before booking the branch visit.

Plan Cero and the other plans

Plan Cero is the pay-for-use plan: a $0 monthly subscription. On the savings page I accessed on 14 October 2026, an ATM or correspondent withdrawal on Plan Cero cost $2,990 and Bre-B key transfers were $0. Bancolombia's page lists three paid plans for comparison:

  • Plan Bronce: $7,200 per month standard, or $3,600 with the stated discount; 3 free withdrawals a month.
  • Plan Plata: $10,900, or $5,450 with the discount; 5 free withdrawals.
  • Plan Oro: $15,900, or $7,950 with the discount; unlimited ATM and correspondent withdrawals and 3 transfers to other banks without Bre-B keys.

You can change plans every 30 days. A help page dated 28 May 2026 says Plan Cero includes one virtual debit card, an optional physical card, and no free withdrawals; its free-withdrawal counts for the paid plans differ from the product page. Because the tables conflict, confirm the current tarifario or the app before choosing.

One useful exception on the live page: with the physical debit card, cash withdrawals at correspondents branded Oprap, Multipagas, Pagafácil, Redy and Reval are listed as free and unlimited on all four plans.

The same page lists a 0.05% nominal annual yield, a 7% withholding as stated by the bank, and no minimum balance. If yield matters, compare options in our high-yield savings guide for foreigners. Prefer an app-first account and already hold a cédula? See the Nu Colombia guide.

What the bank is checking

Colombian banks must identify a natural person with the identity document issued by the competent authority before starting the relationship, and higher-risk cases can involve questions about the origin of funds. Bancolombia also says it may request additional documents and that you must update your information at least once a year. I would not guess at a fixed compliance pack; ask what the branch needs for your profile.

On tax forms: under Colombia's FATCA procedures (DIAN Resolución 60 de 2015), a new account needs a tax self-certification. If you are a US citizen or US tax resident, that is a US TIN self-certification, which may be IRS Form W-9 or a similar agreed form. Other nationalities may use Form W-8 or similar. So a W-9 is not something every foreigner must carry in. Existing customers update their “Autocertificación FATCA y CRS” in Sucursal Virtual Personas (help page dated 21 July 2026).

If you expect incoming international wires, see our SWIFT and DIAN compliance guide; that is about receiving money, not an opening requirement.

After the account exists: 4x1000 and funding

The 4x1000 is the financial transactions tax (GMF). Bancolombia's savings page says you can activate the account so it does not pay it. The statutory ceiling is 350 UVT per month; the 2026 UVT is COP 52,374 (DIAN Resolución 000238 de 2025), so 350 UVT is COP 18,330,900. DIAN's 2026 concepto says the multi-account system was not yet operating and single-account marking was still the practical method. Confirm at the branch that the marking is on the account you will actually use.

To fund it, read how to move dollars into Colombian pesos.

Confirm before you leave the branch

  • The plan name you were given (Plan Cero or a paid plan)
  • Whether your debit card is virtual or physical
  • That your Bre-B key is registered
  • That 4x1000 exemption is activated

Frequently Asked Questions

❓ Can a foreigner open a Bancolombia savings account online?

No, foreigners must go to a physical branch. Bancolombia's help page, dated 25 September 2024, limits website opening to Colombian citizens aged 18 or older with a cédula de ciudadanía who live in Colombia. Its savings page also asks foreigners for in-person verification (verify with the official source, as accessed).

❓ Will Bancolombia accept the contraseña de cédula de extranjería?

Bancolombia's foreigner page says no, except for a foreigner who lives in Colombia and holds a tutela. The Registraduría contraseña rule on the branch page concerns Colombian citizens' cédulas, and the Migración QR slip is a different document (verify with the official source, as accessed).

❓ Which originals should I bring?

It depends on your category on Bancolombia's 18 December 2023 foreigner page, and the branch can ask for more. Employees and teachers bring ID plus a second photo ID and an employment letter; students add a school letter; investors need two IDs; Venezuelans bring the PPT or processing certificate (verify with the official source, as accessed).

❓ What does Plan Cero cost?

The monthly subscription is $0 and you pay for use. On the savings page accessed 14 October 2026, ATM or correspondent withdrawals were $2,990 and Bre-B key transfers $0, with Bronce, Plata and Oro as paid options. Confirm the current tarifario before choosing (verify with the official source, as accessed).

❓ Do I need an IRS W-9?

Not as a universal branch document. Colombia's FATCA rules require a tax self-certification at opening; US citizens and US tax residents provide a US TIN self-certification, which may be a W-9, while others may use a W-8 or similar form. Ask the branch which applies to you (verify with the official source, as accessed).

❓ Is there a minimum deposit, and can I avoid the 4x1000?

Bancolombia's 2 October 2026 branch page says a traditional savings account needs no opening amount. You can activate the exemption on the account, up to 350 UVT per month, which is COP 18,330,900 using the 2026 UVT. Confirm activation at the branch (verify with the official source, as accessed).

❓ Can a Venezuelan open an account with a PPT?

Bancolombia's foreigner page, dated 18 December 2023, says yes, with the PPT or the Migración Colombia certificate showing the process, including for minors. Because the page is dated, confirm with the branch before your visit (verify with the official source, as accessed).
