Best Fee-Free ATM Debit Cards for Colombia: Charles Schwab, Fidelity, and Servibanca Limits
Schwab Investor Checking and Fidelity's Cash Management Account can both refund ATM fees abroad. Here is who qualifies, what the rebate excludes, and the Servibanca cap for foreign cards.

Short answer: two U.S. products fit this job. Schwab Bank Investor Checking and the Fidelity Cash Management Account (CMA) both skip their own foreign-transaction fee and can refund the machine's fee. They differ on who qualifies, when the refund lands, and what happens if you accept a dollar conversion at the screen.
This is a comparison of those two cards plus the one Colombian operator limit I could confirm on the operator's own site. It is not a ranking of every travel card. For how to read a surcharge on the screen, see our guide to ATM fees and card withdrawals in Colombia.
Who can actually get these cards
Eligibility is the first filter, and it is where most people get stuck. Fidelity will not issue the debit card on an account with a foreign or military address. If your only address is in Colombia, do not assume you can order one after you move.
Schwab's public Investor Checking offer, as checked on November 6, 2026, requires every owner to be a U.S. citizen or U.S. resident alien, to reside in the U.S., and to have a U.S. mailing address (U.S. territories excluded). That is the wording of one promotional offer, so confirm the live application terms. I would not promise a new Schwab account to anyone who no longer lives in the United States.
Practical takeaway: apply while you still qualify, and order early. Schwab mails the Visa Platinum Debit Card 3–7 business days after the account is funded; Fidelity's replacement timing is 7–10 days. Fidelity also accepts travel notices up to 90 days ahead, so file one.
If you can't open either account from Colombia, a cash-pickup route may work better. Our Western Union cash pickup guide covers that alternative.
What "fee-free" and "unlimited" really include
Both marketing lines come with fine print. Keep it next to the headline.
| Schwab Investor Checking | Fidelity Cash Management Account | |
|---|---|---|
| ATM fee refund | Unlimited rebates on cash withdrawals in local currency | All ATM fees at Visa, Plus, or Star machines |
| When it posts | End of the same month | Same day the fee is debited |
| Foreign-transaction fee | None from Schwab | None from Fidelity |
| Not refunded | DCC, balance inquiries, stamp purchases, POS fees | Paying in U.S. dollars can use a worse rate |
| Caveat | Best-effort identification; Schwab may change or end the rebate | Not a bank account; a brokerage spending account |
Two honest downsides. First, Schwab identifies eligible fees on a best-effort basis from Visa and ATM-operator data, so a missing refund is possible and you should check your statement. Second, "no foreign-transaction fee" does not mean the TRM. Schwab says the dollar amount is calculated by the ATM's bank, the network, or Visa, and that party may charge its own fee. Fidelity's agreement says Visa converts at a wholesale-market or government-mandated rate generally in effect the day before processing.
Do not assume every Fidelity debit card refunds fees. On a regular brokerage account the rebate is limited to named relationship tiers (Premium, Active Trader VIP, Private Client Group, Wealth Management, or a former youth-account owner), plus youth and Cash Management accounts. The CMA is the clean match here. At the ATM, choose Checking, even when the money sits in a CMA.
I would not quote either issuer's daily dollar limit: Fidelity shows its limits only after login (reset at midnight Central Time), and neither page publishes a Colombia-specific cap.
The one operator limit that is on the operator's site
Servibanca accepts Visa and Mastercard issued outside Colombia. According to its FAQ (checked November 6, 2026), the per-transaction dispense cap is COP 2,000,000 for international cards and COP 600,000 for national cards. The daily maximum is whatever your card issuer allows.
At COP 2,000,000 per pull, a rent deposit in cash takes several withdrawals, so check your issuer's daily ceiling before you plan one. A machine can also stop at a lower amount because of the issuer, the cash left in the cassette, or the screen. I did not find foreign-card ceilings for other banks on the pages I checked, so take the amount the machine offers rather than a number from a forum. Bancolombia publishes COP 2,700,000 per transaction only for its own customers, which tells you nothing about what a Schwab or Fidelity card can take.
Servibanca says it does not charge the user for the machine, but the sentence is cut off in the version I read. Read the on-screen tariff and cancel if you do not like it.
Cash habit: use an indoor, staffed lobby over an isolated street machine, cover the keypad, and never share your PIN. If you need a large sum, a transfer may beat repeated pulls; see our USD to COP transfer guide.

Rejecting the dollar conversion
Some ATMs offer to charge you in U.S. dollars instead of pesos. That is dynamic currency conversion (DCC), and neither Schwab nor Fidelity refunds it. Fidelity itself warns that paying in U.S. dollars is typically more expensive than the Visa rate.
I will not invent one button label for you, because the screens vary. Per Visa Colombia, a DCC offer must show the amount in both currencies, the exchange rate, and any extra charge, and it must let you accept or reject. Rejecting must not block the withdrawal. So the rule is simple: reject conversion and continue in pesos. If the details are missing or the screen pushes one currency, reject it and tell your issuer.
The same choice appears at card terminals, with installments on top. We cover that in our guide to paying with foreign cards, DCC and cuotas.
When the machine fails or the card is declined
If a Servibanca ATM debits you and pays nothing, or takes the cash back, call your card issuer first. The issuer reports the case to Servibanca, and Servibanca's stated response time is 4 business days from that report, not from the moment you notice.
For Fidelity, the lost-card line is 800-323-5353. Before you travel, set the travel notice, know your PIN, and carry a second card from a different bank. A rebate does not help if your only card is blocked.
My pick
If you qualify for both, the CMA is easier to live with because the refund appears the same day and covers all ATM fees at Visa, Plus, or Star machines. Schwab is the better-known option for people who already bank with it, but you wait until month end and rely on best-effort matching. Either way, decline conversion, keep expectations modest on the rate, and confirm current terms with the issuer.
Frequently Asked Questions
❓ Does Schwab reimburse the fee at a Colombian ATM?
Yes, for a cash withdrawal in local currency with the Schwab Bank Visa Platinum Debit Card. The credit arrives at the end of that month. DCC, balance inquiries, stamps and POS fees are excluded, and Schwab can change or end the rebate. (verify with the official source, as accessed)
❓ Does every Fidelity debit card refund ATM fees?
No. The Cash Management Account card is reimbursed for all ATM fees at Visa, Plus, or Star machines, credited the same day. Regular brokerage cards are reimbursed only for certain relationship tiers, and no card is issued to a foreign address. (verify with the official source, as accessed)
❓ How much can a foreign card take at Servibanca in one pull?
Servibanca's FAQ sets COP 2,000,000 per transaction for international cards. Your card issuer still sets the daily maximum, and a machine may dispense less depending on the issuer or the cash available. (verify with the official source, as accessed)
❓ Should the ATM charge the withdrawal in dollars?
No. Reject the conversion and continue in pesos. Visa says the ATM must show both amounts, the rate and any extra charge, and that your choice must not block the withdrawal. Neither card refunds DCC. (verify with the official source, as accessed)
❓ Can I open these accounts if my only address is in Colombia?
Don't count on it. Fidelity will not issue the card to a foreign address, and Schwab's current public offer requires U.S. residence and a U.S. mailing address. Confirm the live application before relying on either card. (verify with the official source, as accessed)
❓ What if the ATM debits my account and pays nothing?
Contact your card issuer immediately. On Servibanca machines, the issuer reports the case, and Servibanca's stated response time is 4 business days from that report. Keep the receipt and note the time of the withdrawal. (verify with the official source, as accessed)
❓ Is the withdrawal free once the operator fee is refunded?
Not entirely. The machine can still show a fee, your issuer can impose a lower daily limit, and DCC is a separate cost the rebates do not cover. Read the screen before confirming. (verify with the official source, as accessed)
