How to get a Colombian phone number without a cédula?
Just arrived, need a local number for Rappi and Uber. Can I get a SIM with just my passport?

Well, if you want it legal under your name I don't know. But you go and buy a SIM card in a neighborhood store or at those street carts and I think there isn't that much of a problem
