Lost or Stolen Cédula de Extranjería: Migración Colombia Duplicate Process and Fees

Quick answer: if your card is still valid and nothing on it needs to change, you can request a duplicate through Migración Colombia's online portal, pay COP 293,000, and collect the card in person at a Centro Facilitador de Servicios Migratorios (CFSM) with your original passport. You do not need a police report for a simple loss. If it was stolen, file one anyway for your own protection.
Realizing your wallet is gone is bad enough. Realizing the card inside it is the one your bank, your landlord and your gym all ask for is worse. Take a breath. The process is mostly online, and the rules are friendlier than the forums suggest.
Step 1: Lost or stolen? Triage first
Start with the money. Call your bank and block any debit or credit cards that were in the same wallet. Do that before you touch any paperwork.
Then decide which situation you are in, because the police question depends on it.
- Misplaced it: No police report is needed. Under Article 30 of Decreto Ley 019 de 2012, no administrative authority can require a denuncia for lost documents to issue a duplicate. Your sworn statement in the application is enough. Do not go hunting for SIDEX, the old police loss registry. It was shut down in 2022.
- Stolen or mugged: File a criminal complaint on the national virtual portal ¡A Denunciar!, run by the Policía Nacional and the Fiscalía. You receive a Número Único de Noticia Criminal (NUNC). Migración does not require it for the duplicate, but it is your paper trail if someone tries to use your identity for credit or contracts.
One honest downside: the theft report is for you, not for Migración, so it feels like extra homework on a bad day. Do it anyway. Ten minutes now beats untangling a fraudulent loan later.
Step 2: Duplicado or rectificación?
This is where people lose a week. A duplicate is a faithful reprint of your last card. It does not refresh your photo, fix a misspelled name, update your blood type or extend an expiry date.
| Your situation | Route |
|---|---|
| Card still valid, all data and photo unchanged | Online duplicate |
| Name, nationality, RH, photo, fingerprint or other data must change | In-person rectificación at a CFSM |
| Card expired or visa renewed | Renewal or new issuance, not a duplicate |
| Last card issued before 1 March 2017 | In person, with a biometric update |
The online form is built for a current card, and you need to know your cédula number. If you do not have it, check an old email from Migración, your visa paperwork or your bank onboarding file.

Step 3: The fee and how to pay
The general-public duplicate costs COP 293,000 under Resolución 0599 of 2026. A first-time cédula is COP 294,000, so the duplicate is only COP 1,000 cheaper. Ecuadorian nationals pay USD 16 by reciprocity, converted at the rate on payment day. There is no separate Migración charge for a police report, and the electronic payment platform adds no buyer fee.
The old COP 279,000 figure still floats around old blog posts. It was the 2025 price. Ignore it.
Payment methods are described differently across Migración's own pages: electronic payment (PSE or cards), a printable receipt payable at a Banco de Occidente branch, and Efecty or a barcode receipt at a CFSM. Use whatever the form or the office offers you that day. Officials cannot take cash.
Scam warning: Migración states that no procedure needs an intermediary or runs through social media. A "tramitador" on WhatsApp or Instagram offering to reissue your card is a red flag. Use only the .gov.co portals.
Also double-check what you type. If you enter wrong data yourself, the portal says you must file and pay for a new document. Mistakes made by Migración are fixed at no cost, but yours are not.
Step 4: Filing online and collecting the card
- Open the official duplicate portal.
- Enter your cédula number and personal details. The page may ask for a PDF of your passport and current visa, so keep one ready.
- Choose the CFSM where you want to collect the card.
- Confirm the data, then pay and save the receipt email.
- Track readiness with the public "CE para entrega" lookup linked from Migración's cédula page.
How long does it take?
The application screen mentions about three business days. The governing resolution (2061 of 2020, Article 11) says up to ten business days from payment, and longer depending on geography and access. Plan for the longer number, especially outside the big cities.
Pickup rules
You collect in person at the CFSM you picked, showing your original valid passport. The card cannot be mailed to your apartment. If you leave it unclaimed for six months, it is annulled and you pay again. Someone else can collect only with a notarized special power of attorney plus their own ID.
Step 5: Living without the plastic
The wait is the annoying part. Here is how to function.
- Police stops: carry your original passport and your visa PDF. Under Article 35(3) of Ley 1801 de 2016, you can identify yourself in a routine street check with that valid original passport and visa PDF. For the practical side, read our guide to police stops and your rights under Law 1801.
- Banks, landlords, employers: download the free "Certificado de Estado de Cédula de Extranjería" from Migración's consultation page. You need your card number and issue date, and it is valid for 30 days. Do not assume a teller will accept a phone photo of the old card. Many want the physical card or passport plus this certificate.
- Domestic flights: use your original passport. A photocopy will not do.
- Cash needs: if cards are frozen, see our walkthrough of using Efecty for cash transfers and bill pay.
Once you have the new card, scan it and the passport and keep copies in cloud storage. It takes two minutes and saves you from repeating this exercise.
Back to normal life
With your ID sorted, you are probably back to the usual settling-in jobs: signing a lease, hiring a plumber, furnishing a place. According to active listings on Colombia Move (28 October 2026), the housing section has 361 active ads and services has 144. Browse the housing section when you are ready.
Frequently Asked Questions
❓ Can I get a duplicate cédula de extranjería online?
You can apply and pay online, but you still collect the card in person. Bring your original passport to the CFSM you selected, because the card is not mailed to your home. Changes to your data need an in-person visit. (verify with the official source, as accessed)
❓ How much does a replacement cost?
The general-public duplicate fee is COP 293,000 under Resolución 0599 of 2026. Ecuadorian nationals pay USD 16 by reciprocity. A first-time cédula costs COP 294,000, so do not confuse the two. (verify with the official source, as accessed)
❓ Do I need a police report to replace a lost cédula?
No, not for simple loss. Article 30 of Decreto Ley 019 de 2012 says authorities cannot demand one, and your sworn statement suffices. If the card was stolen, file on ¡A Denunciar! to get a NUNC for identity-theft protection. (verify with the official source, as accessed)
❓ How long does the replacement take?
The resolution says up to ten business days from payment, and the online screen mentions about three. Plan for the longer figure, particularly in smaller cities where logistics can add time. Check the pickup lookup before traveling to the office. (verify with the official source, as accessed)
❓ Can I take domestic flights without my cédula?
Generally yes, if you carry your original valid passport. Photocopies are not a safe substitute. Keep your visa PDF on your phone as well, and confirm your airline's identification rules before you fly. (verify with the official source, as accessed)
❓ What is the difference between a duplicado and a rectificación?
A duplicado reprints your last card exactly, with the same data, photo and expiry, and can be requested online. A rectificación changes data such as your name, photo or fingerprints, and requires an in-person visit to a CFSM. (verify with the official source, as accessed)
❓ How do I prove my status to a bank or landlord while waiting?
Download the free Certificado de Estado de Cédula de Extranjería from Migración Colombia's site using your card number and issue date. It stays valid for 30 days. Pair it with your passport, since some banks still want more. (verify with the official source, as accessed)
