Quick answer: a furnished month in Pereira or Armenia is only a real home rental if the deal works as an urban housing lease under Ley 820 de 2003. If the unit is sold as tourist lodging, a different regime applies. Settle that before you transfer a single peso.

I would not start by comparing photos. Start with the paper. Most of the trouble in direct monthly rentals comes from renters who paid for a "stay" and assumed they had a lease, or who paid an owner without checking that the person could actually rent the place out.

Lease or tourist stay: the split that matters

Under Ley 820, a contract for the use of an urban home in exchange for a set price is an arrendamiento de vivienda urbana, whether or not it is written down. The parties must at least agree on who they are, which unit is rented, the price and how it is paid, connected and extra services, the term, and who pays the utilities. If nobody sets a term, the term is one year.

Tourist lodging is a different product. Under Decreto 2119 de 2018, a vivienda turística is a unit destined entirely to lodging, with at least a bedroom, kitchen and bathroom, and that includes tourist apartments and tourist fincas. Anyone providing tourist lodging in those categories falls under the tourism registry (RNT) and must show the RNT number in their own advertising.

Here is the part many listings get wrong: a 30-day minimum does not, by itself, settle the question. You will see old advice that a stay of a month or more automatically sits outside the RNT. That came from an older decree that has since been replaced. What counts now is how the unit is offered and used. Building rules can also restrict stays even when the contract is a residential lease, so ask what the building allows.

What the law caps, and what it does not

Ley 820 gives you more protection than most renters realize. These are the rules that come up most often:

  • Monthly rent cap: the monthly price may not exceed 1% of the commercial value of the property or the part leased, and that commercial estimate may not exceed twice the current cadastral appraisal.
  • Extras: if the parties add services, things or uses that are not inherent to living in the home, that extra price may not exceed 50% of the rent of the property.
  • Increases: after 12 months at the same price, the landlord may raise the rent by no more than 100% of the previous calendar year's CPI increase, still inside the article 18 cap, and must notify the amount and effective date or the increase cannot be enforced against you.
  • Deposits: article 16 prohibits requiring a cash deposit or any other real guarantee, including renamed or indirect versions.

That last point has a catch. The ban does not cover a personal codeudor (co-signer), so an owner asking for one is not breaking the law, though it is a hurdle for newcomers without Colombian contacts. If someone asks for a "damage deposit" in cash under another name, that is exactly what article 16 targets. Push back politely, or walk.

Read the bill, not the neighborhood label

Estrato classifies the dwelling, not the barrio, and it drives utility subsidies and contributions. DANE explains the system, but detailed local results sit with the alcaldía. I could not find an official table that assigns a reliable estrato to every Pereira or Armenia neighborhood, so I will not give you one. Ask the owner for the estrato printed on a recent bill, or ask the municipal planning office.

Why it matters: the same city can produce very different bills. In Pereira, Atesa de Occidente's January 2026 liquidation for inhabited properties, billed via energy, lists monthly aseo (waste) charges of COP 12,867.02 for estrato 1, 26,283.25 for estrato 2, 37,693.59 for estrato 3, 44,450.74 for estrato 4, 74,990.20 for estrato 5 and 86,036.67 for estrato 6. The via-acueducto column is lower. Those pesos cover waste collection only, not electricity, water or building fees.

Electricity works per kWh. According to an Empresa de Energía de Pereira notice reviewed on 8 October 2026, estrato subsidies apply only to subsistence consumption of 130 kWh. Anything above that is billed at full unit cost, and estratos 5 and 6 pay a 20% contribution. If you work from home with air conditioning off but a laptop, monitor and fan running all day, that 130 kWh line is closer than you think. Read your current bill.

In Armenia, EDEQ's applied unit cost for September 2026 was COP 934.19 per kWh, but only when the electrical network is 100% EDEQ and the customer is on tension level 1. That is not what a household pays in total. Ask the owner for the last EDEQ and water bills before you agree a price. Our Armenia expat guide covers the city beyond the lease.

A downside I should be honest about: this means you cannot know your true monthly cost from a listing alone. A quote of "all included" can hide a very different reality than "utilities by consumption". Get the arrangement in writing.

Check fiber and buses before the building

For remote workers, internet decides the apartment. Claro's institutional release of 6 August 2025 lists Pereira and Armenia among the municipalities with fiber. That is city-level coverage. It does not promise service in a given building, so ask the operator to confirm the exact address before you sign. Our fiber provider guide for remote workers explains how to compare options.

In Pereira, the Megabús operator publishes its routes. As of 8 October 2026, Ruta 27 runs from Intercambiador Cuba via the transport terminal to the UTP, and the return passes Parque de Álamos. Ruta 25 runs from Estación Viajero via Unicentro and Nacederos to the airport, returning along Avenida 30 de Agosto. Recheck the operator page before you commit, because routes can change. I am not quoting fares here for that reason. For daily life once you are settled, see the Pereira expat guide.

The owner check

Paying a private owner before confirming who they are and what the building allows is an easy way to lose money. I have no statistics to quote, just common sense. Before you pay, ask for:

  • The owner's identity, and proof that they have authority to lease the unit (ask who owns it, and whether someone else manages it).
  • A written furniture and inventory list, with photos, signed by both sides.
  • A clear statement of who pays administración (building fees) and each utility.
  • The building's rules on stays, guests and remote work.
  • The term, price, payment date and the extras, matching the Ley 820 points above.

Visit in person or have someone you trust do it. A video call with a real walk-through of the unit and the meter room is better than a polished photo set.

One dated note: Monday 12 October 2026

Because 12 October 2026 falls on a Monday, the Ley 51 de 1983 rest day does not move. The paid holiday is that Monday. This does not change a monthly lease. It does mean some listings you see this week are long-weekend stays rather than home rentals. Make sure the offer is a housing lease for the whole month, not a holiday-turnover stay.

Supply is thin right now. According to the active listings on Colombia Move (8 October 2026), there are 3 active temporary rental offerings, so set up a search alert and check back. You can also browse the wider housing section.

Frequently Asked Questions

❓ Is a furnished month in Pereira or Armenia a tourist stay?

No single day count decides it. A home rented for a price under Ley 820 is a housing lease, while a unit offered as tourist lodging falls under the RNT rules in Decreto 2119 de 2018. Ask how the owner markets the unit and whether it shows an RNT number (verify with the official source, as accessed).

❓ Can the owner require a cash deposit?

Article 16 of Ley 820 forbids requiring a cash deposit or another real guarantee on an urban housing lease, including renamed versions. It does not ban a personal codeudor, so an owner may still ask for a co-signer. Confirm your situation with a lawyer if the owner insists (verify with the official source, as accessed).

❓ Why is my utility bill so different from the rent quote?

Utilities are billed to the dwelling by estrato and consumption, not by a flat neighborhood fee. Pereira's January 2026 aseo charges for inhabited homes rise sharply from estrato 1 to 6, and electricity is charged per kWh. Ask for recent bills before agreeing a price (verify with the official source, as accessed).

❓ Is there fiber internet in Pereira and Armenia?

Claro's 6 August 2025 release lists both cities among its fiber municipalities. That is city-level coverage, not a guarantee for a specific building, so ask the operator to confirm your exact address before signing the lease or paying anything.

❓ Can I reach the UTP or the airport in Pereira without a car?

Megabús publishes Ruta 27 to the UTP via the transport terminal and Ruta 25 from Estación Viajero to the airport. This reflects the operator's route pages as of 8 October 2026, so recheck the operator page for current service before relying on it (verify with the official source, as accessed).

❓ What should I check before paying a direct owner?

Confirm the owner's identity and authority to lease, get a signed furniture list, and agree in writing who pays administración and each utility. Also ask what the building allows for stays. Avoid paying the full amount before you have seen the unit and the paperwork.

❓ Does the 12 October 2026 holiday change a monthly lease?

No. Because 12 October 2026 is a Monday, that day is the paid rest day under Ley 51 de 1983, and it does not rewrite Ley 820. A listing marketed only for the long weekend is not a monthly housing lease (verify with the official source, as accessed).
