How do I get the Contraloría fiscal background certificate?

The fiscal background certificate states whether you are listed in the Contraloría's Bulletin of Fiscal Liability (Boletín de Responsables Fiscales). It's a free download on its website with your ID number and carries a digital signature. If it's for an embassy or consulate, you request it in person in Bogotá.

Who needs it

Anyone working for or contracting with the State, and anyone an employer, landlord or procedure asks for it.

What you need

  • Your ID document number.
  • Choose natural person or legal entity.
  • For embassies or consulates: a photocopy of your ID, in person.

Step by step

  1. 1Go to contraloria.gov.co, Control Fiscal, Responsabilidad Fiscal, Certificado de Antecedentes Fiscales.
  2. 2Click Certificado Persona Natural.
  3. 3Choose your document type, enter the number and complete the security code.
  4. 4Download the digitally signed PDF. Its validity can be checked under Consulta Código de Verificación.

Tips and common mistakes

  • The certificate reflects real-time data with the issue date and time. Download it right before you hand it in.
  • For consulates that require an original signature, go to the Citizen Service Center: Carrera 69 No. 44-35, 1st floor, Bogotá, business days 8:00 a.m. to 5:00 p.m.
  • Besides Police, Procuraduría and Contraloría, many also ask for the Police corrective-measures record (RNMC). It's free at srvcnpc.policia.gov.co with your ID and its issue date.
  • Unpaid Police Code fines show up in the RNMC; clear them before any procedure with the State.
