Housing rental subsidy in Colombia: how to apply through family compensation funds
The rental subsidy from compensation funds covers a portion of the rent, not the full amount, and it varies by each fund. I will explain the limits, household and property requirements, and how the payment to the landlord works.

Many people believe that joining a compensation fund automatically entitles them to have their rent paid. That is not the case. The rental subsidy is a type of family housing subsidy: it covers a portion of the monthly rent, only if you meet your fund's rules and only while funds are available. It is not the subsidy for buying a home, it is not Mi Casa Ya, and it is not an allowance that your employer is required to pay you.
I will explain it to you fund by fund, because that is where most people get confused.

What the regulation says and what each fund does
Decree 775 of 2025 sets the ceiling for the funds: the subsidy can be a maximum of 0.6 SMMLV per monthly rent payment and for up to 24 months. Additionally, the fund's amount cannot exceed 90% of the agreed rent, and the rent cannot exceed 1% of the maximum price of low-income housing (VIS).
That is the ceiling, not a promise. Complying with the decree does not oblige a fund to have availability, and each one defines its own forms, coverage, and resources. That is why it is worth looking at each one:
- Compensar: a standard 12-month rental product, with stricter rules than the legal ceiling. It also has one with a purchase option.
- Colsubsidio: its application format covers 12 or 24-month contracts and payments made in arrears.
- Comfama: according to what is published on their site, their application is for the purchase of new housing, construction on one's own site, and improvement, with family income below 4 SMMLV. It does not open the same rental subsidy; confirm with them if there is any current call for applications, because that requirement page is dated December 2021.
An honest warning: what I could verify regarding the rental subsidy from a fund covers Bogotá and Cundinamarca. If you live in another region, do not assume the same rule applies; ask at your fund or their regional office.
Household requirements at Compensar
According to the Compensar rental page, the household must meet all of the following:
- Family income equal to or less than 2 SMMLV.
- Affiliation of 3 months with up-to-date contributions for employees and pensioners at 2%, or 12 months for independent workers and contractors at 2%.
- Not having previously received a housing subsidy in the country.
- No one in the household can be the owner or possessor of a home, farm, or lot.
- Having an ongoing purchase agreement for new VIS housing, with at least 6 certified monthly installments and a deed projected within a minimum of 12 months.
That last point is the surprising one: the standard Compensar rental subsidy is intended for those already saving toward their own home, not for just any tenant.
If you are an independent contractor, the contribution associated with the housing subsidy by the Superintendency of Family Subsidies is 2%, not 0.6%. Property and landlord requirements
This is where many applications fall through. At Compensar, the housing can be new or used, but it must be urban, in Bogotá or municipalities of Cundinamarca, with water and electricity, and as an independent unit. The landlord must present a certificate of tradition and freedom without any encumbrances or judicial proceedings.
Colsubsidio adds other conditions to its format: the property must be habitable, with utilities, and outside of high-risk zones, and the household cannot live with the landlord. It also limits the rent: it cannot exceed 1% of 150 SMMLV in Bogotá, Tabio, Cajicá, Chía, Cota, Facatativá, Funza, La Calera, Madrid, Mosquera, Sibaté, Soacha, Tocancipá, and Zipaquirá, nor 1% of 135 SMMLV in other Cundinamarca municipalities.
With Compensar, order matters: you need a favorable assessment of the property before signing. The contract must align with Law 820 of 2003, with handwritten signatures authenticated at a notary, and if there are multiple owners, all must sign the disbursement authorization. The certificate of tradition is filed with an electronic PIN no older than 15 days.
My advice: do not sign any contract or pay a deposit until you have that assessment. And be wary of any agent who guarantees the subsidy; no one can do that.

How to apply and what pre-allocation means
The application is made through the form and the fund's portal, not through intermediaries. Consult the operator's pages directly: Compensar rental subsidy and the Colsubsidio application format (GS.FC.316 v6), available from their site.
A confusing detail: at Colsubsidio, having your application accepted or receiving a pre-allocation is not the actual allocation. Afterward, you have up to 6 months to file the disbursement documentation. Until the fund actually allocates and makes the payment, there is no money.
In terms of payment, Compensar pays to the owner's account, not yours. Those already receiving the subsidy collect it on the fifth business day of each month; new accounts follow the 2026 schedule published by Compensar, according to the filing window. Colsubsidio pays in arrears. Check the current dates on each page, because they are not a national rule.
And if, with Compensar, you become a property owner, change properties, or sublet without notice, Compensar may request the return of the installments paid without entitlement.
How much it can cover in 2026
The minimum wage for 2026 is $1,750,905 (Decree 1469 of 2025). Compensar uses that figure in its table: for a 2026 allocation, the maximum payment is $1,050,543 per month, equivalent to 60% of the minimum wage, not exceeding 90% of the rent, for up to 12 months and only while resources are available.

For Colsubsidio, I cannot give you a value in pesos because the format consulted does not provide one for 2026; confirm the current amount with the compensation fund.
Compensar also has a different product: rent with an option to buy. It applies to new, unoccupied housing, a promise where the value does not exceed 150 SMMLV for the year of the deed, and a contract of up to 24 months. If you do not use the option, you will not be able to apply for acquisition within the year following the end of the lease. Do not confuse this with the 12-month program.
What happens if your rent is increased
The assigned subsidy is not adjusted when the rent increases. In both Compensar and Colsubsidio, the value remains fixed and you cover the difference. Before signing, calculate with a potential increase; the guide for calculating rent increases in Colombia.
And a clarification to avoid wasting time: your employer does not pay a general rent subsidy. What Article 256 of the Substantive Labor Code allows is to request a partial payment of severance pay (cesantías) to acquire, build, improve, or pay off a home, which is a different process and does not replace this subsidy.
If you are a property owner: the payment arrives at your account only if the property qualifies and your case passes all filters. Have the property deed, property tax records, and the signatures of all owners ready.
