Fire Department Technical Certificate for Commercial Premises: How to Apply for the Human Safety Inspection in Colombia
The fire department certificate is not a national opening permit, but safety conditions are mandatory. This is how it is processed in Bogotá, Medellín, and Cali, and how to declare it when offering your premises.

If you are going to lease, sublease, or sell a premises, you will be asked for the "fire department certificate". Many people treat it as a national permit that prevents ten-day closures. That is not what the official sources say. The correct position: human safety conditions are required while the business operates, and the paperwork is requested and processed differently in each city.
Keep reading: if the premises is held by a subtenant, check first what article 523 of the Commercial Code allows. It is a different procedure.
What article 87 says and what it does not say
Article 87 of Law 1801 of 2016 requires, before starting the activity, compliance with land-use and purpose rules, a valid commercial registration (matrícula mercantil), and sending the opening notice to the commander of the police station or substation. MinTIC only intervenes if you sell mobile terminal equipment. During the activity it requires compliance with noise, hours, and safety, sanitary, and environmental conditions, as well as staying within the purpose of the registration.
Note what is missing: the article does not name the "fire department concept" as a prior opening permit. Its paragraph 2 says no authority may require a license or additional operating requirement except as provided by law. And paragraph 7 of article 92, added by article 134 of Law 1955 of 2019, limits numeral 16 to the opening and operating requirements of article 87.
So where does the paperwork come from? Law 1575 of 2012, article 42, makes the fire departments competent to inspect and review human safety and fire prevention in establishments, and to report to the competent authority. That is the basis of the concept. There are no national fees in pesos: the National Fire Department Directorate indicates that there is no annual act of the National Board that sets them and refers to Resolution 661 of 2014.
Bogotá: UAECOB, free of charge and online
According to UAECOB (bomberosbogota.gov.co, consulted on October 17, 2026), the concept is not a mandatory requirement for opening or operating, under joint circular 007 of October 30, 2024. That said: human safety and fire protection conditions must be met, and an inspection visit can be requested. The Police, the local mayor's office, or another oversight authority may ask you for the concept to verify it.
The procedure starts on the portal servicios.bomberosbogota.gov.co/home_gdr. The system classifies your establishment as low, moderate, or high risk:
- Low risk: virtual course and self-review, with download of the concept. The UAECOB site allows for a random visit.
- Moderate or high risk: technical visit, scheduled within 30 business days after registration. The concept is available within 30 business days after the visit. It is a single visit per procedure.
Since June 7, 2024, the concept has had no cost, under paragraph 2 of article 290 of District Agreement 927 of 2024. It lasts one year from its issuance. In-person service: Edificio Comando, Calle 20 No. 68A-06, Monday to Friday from 8:00 a.m. to 4:00 p.m.; SuperCADE CAD, Carrera 30 No. 25-90; SuperCADE Américas, Carrera 86 No. 43-55 Sur. The address of SuperCADE Suba appears differently on official pages, so confirm it on the portal.
Watch out for scams: if someone charges you to "get the Bogotá certificate", it does not replace the portal. The inspector is a UAECOB official with institutional uniform and ID badge.
Medellín: SIGESH
Medellín handles the certificate through SIGESH, the DAGRD platform (sigesh.medellin.gov.co). According to an announcement from the Mayor's Office on May 5, 2026, there is self-management with photographic records and no visit for establishments of up to 100 m² and low risk, with examples such as shops, hair salons, medical offices, and convenience stores. Take it as an announcement, not a permanent rule: I did not find published cost or validity, so check the platform before starting. If your premises exceeds that area or is not low risk, expect to go through an inspection request.

Cali: Bomberos Voluntarios
The Cali Mayor's Office (page modified October 15, 2025) includes the human safety certificate among the requirements for economic activity, processed before Bomberos Voluntarios and valid for one year. It requires an RUT generated in the current year from MUISCA and a certificate of existence and legal representation from the Chamber of Commerce updated to the current year.
- The certificate lasts one year from the inspection and is voided if the risk factors change.
- It is advisable to request it at least five business days before expiration.
- In-person service: Avenida 2 N at the corner of Calle 21, Versalles neighborhood, and Calle 33 A No. 11 F-00, Municipal neighborhood. Monday to Thursday from 7:30 a.m. to 11:45 a.m. and from 1:00 p.m. to 4:30 p.m.; Friday until 4:00 p.m.
Bomberos Cali publishes a partial payment for inspection fees and then calculates the value of the certificate if you comply. Confirm the figure at bomberoscali.org/inspecciones-tecnicas before paying; I do not give a total here.
What they can review
In Bogotá, depending on the construction period, Agreement 20 of 1995, NSR-98 and/or NSR-10 apply, plus complementary regulations. The published categories: emergency plan, evacuation, signage, lighting and ventilation, fire extinguishers, passive and active protection, sprinklers, electrical risk, smoke, and hazardous materials such as fuels, flammables, CNG, and LPG. There is no fixed national list of fire extinguisher quantities or photoluminescent signage; be wary of anyone who gives you an "official" number without citing a regulation.
As guidance, Bomberos Cali publishes these general conditions: portable fire extinguishers with valid charge, of the type and size suited to the risk; marked routes and exits; clear aisles; and electrical installations without overload. This is guidance from that fire department, not the national NSR-10. And note: electrical risk has its own inspection; the RETIE certification does not replace the fire department concept.
If the Police arrive
Article 196 of Law 1801 describes the temporary suspension of the activity for between three and ten days, depending on severity. Disobedience or repetition may lead to a three-month closure and, with a new recidivism within the same year, to permanent suspension. It is not an automatic ten-day sealing for lacking the paper. A valid concept helps you demonstrate conditions, but it does not make the premises immune. And do not confuse it with the six-month notice for eviction, which is a different figure.
How to make it clear when offering your premises or office
If you hand over a premises with the business running, the commercial goodwill does not include by itself the valid concept. State it in the listing:
- If there is a valid concept, its issue date and in whose name it is.
- Whether the visit requested adjustments and whether they have been made.
- Exits and fire extinguishers visible in the photos.
- That land use, commercial registration, and sanitary permit are separate documents.
According to active listings on Colombia Move (October 2026), there are 7 offices and 6 commercial premises, so a clear listing stands out. If you are selling the premises, also check the commercial properties for sale category.
My advice: do the procedure with the fire department of your municipality. An intermediary does not replace the portal or the visit.
Frequently asked questions
❓ Is the fire department concept mandatory to open a business in Colombia?
Article 87 requires safety conditions during the activity and does not name that paper as a prior permit. Bogotá says the concept is not an opening requirement; Cali lists it on its municipal page; Medellín processes it through SIGESH. (verify with the official source)
❓ How much does the concept cost in Bogotá?
In Bogotá it has been free since June 7, 2024. Agreement 927 of 2024 eliminated the charge. There is no single national rate; in another city, confirm with the local fire department. (verify with the official source)
❓ In Cali, do I have to pay anything?
Bomberos Cali publishes a partial payment for the inspection and separately calculates the value of the certificate if the premises complies. Confirm the figure on its official page before paying, because no total is published there. (verify with the official source)
❓ How is risk classified in Bogotá and how long does it take?
The portal classifies risk as low, moderate, or high based on the establishment's data. Low follows a course and self-review; moderate and high have a visit within 30 business days and another 30-business-day window for the concept. (verify with the official source)
❓ How long does the concept last and what happens if the business changes?
Bogotá and Cali publish a one-year validity. In Cali, a change in risk factors voids the certificate, and renewal must be requested at least five business days before it expires. (verify with the official source)
❓ Can they close me for ten days if I don't have it?
There is no automatic ten-day sealing for lacking the paper. Article 196 ranges from three to ten days depending on severity, and numeral 16 of article 92 only covers the requirements of article 87. (verify with the official source)
❓ What do I show when offering the office or premises?
Show the concept date, whose name it is in, and photos of exits and fire extinguishers. Clarify that land use, commercial registration, and sanitary permit are separate documents and are verified separately.
