Vehicle registration cancellation in Colombia: scrapping, total loss, or theft

A police report or an expert appraisal does not remove you from the registry. We explain what the transit authority requires depending on the cause, what blocks the procedure, and what happens with the tax.

Quick answer: filing a police report, having the insurer's appraisal, or leaving the motorcycle parked in a garage does not remove it from the registry. As long as the plate remains active in the RUNT, you are still listed as the owner. The cancellation must be requested by you, as the registered owner, before the transit authority where the vehicle is registered, and that authority issues the act and updates the RUNT.

This is the typical problem of a car that was scrapped years ago or a motorcycle that was stolen but still shows up under your name. Here is the procedure by cause, without middlemen.

Where to do it and how to check your status first

The procedure is filed with the transit authority where the vehicle is registered, and you must be registered in the RUNT. Even if you start it online, the handover of the plates is in person. To see how the vehicle is listed, the citizen query is at www.runt.gov.co, with the plate and the owner's ID document. If you need the full history or the certificate of title, see how to request the vehicle history. To see the vehicles registered under your ID, without repeating that query here, use the RUNT query by ID number.

The causes under Article 40 of Law 769 of 2002 are total destruction, permanent loss, export or re-export, and theft or documented disappearance where the final whereabouts are unknown, after verification by the competent authority. Law 1630 of 2013 adds the voluntary physical dismantling of a private vehicle. The authority reports the change to the National Automotive Registry through an enforceable decision, and that same series and number cannot be registered again.

Three paths, each with its own paperwork

1. Voluntary scrapping

It requires a prior technical inspection by the DIJIN (or the competent judicial police) and dismantling at a company authorized by the Ministry of Transport. Afterward, the authority validates in the RUNT what the dismantler uploaded and the DIJIN certification. As an example, in Bogotá the dismantler issues the certificate and registers it in the RUNT the same day; the Mobility Secretariat states that dismantling occurs within ten business days after the delivery record. Do not generalize that timeframe to other cities.

Two useful details: to dismantle a private vehicle, neither SOAT nor the technical-mechanical inspection is required, nor does the vehicle need to arrive under its own power. And dismantling can be done at an authorized dismantler anywhere in the country, but the cancellation is processed where the vehicle is registered.

2. Total loss due to accident

If the destruction results from an accident, the authority validates the IPAT in the RUNT and requests a technical identification certificate from the DIJIN or judicial police, plus an assessment of the damage. That assessment is issued by an insurer's appraiser if the vehicle was insured; if not, by an appraiser appointed by the transit authority of the jurisdiction where the event occurred. Note: the Medellín listing, checked on October 16, 2026, requires verification of the IPAT and, without insurance, an appraiser appointed by the administrative authority of the jurisdiction. Confirm the exact supporting documents with your authority.

Do not assume the IPAT no longer applies: Article 12 of Law 2161 of 2021 only allows settling, with the insurer and without a transit document, material damages between insured vehicles and without injuries. It does not say that every total loss is free of the IPAT. And remember: neither the appraiser nor the insurer cancels the registration; the act is issued by the transit authority.

3. Theft or disappearance

Submit the police report and a certificate stating that the final whereabouts are unknown. In the Medellín listing, that certificate comes from a judicial authority and they do not ask for the DIJIN for this cause; present that as a requirement of that city and let your local authority confirm the equivalent.

What they almost always ask for

  • Application form for National Automotive Registry procedures and identity document (or power of attorney, if a third party is handling it).
  • Support documents for the cause, depending on the path that applies to you.
  • Handover of the plates, in person.
  • Certificate of no debts for fines and traffic citations, with exceptions when the cancellation is requested by the SAE, the Prosecutor's Office, or the authority that declared the abandonment. If you have old traffic citations, see how the statute of limitations on traffic citations.
  • Payment of the RUNT fee and the authority's charges, except when the cancellation comes from a judicial or administrative decision.

There is no single national fee. As an example, the Medellín listing (checked on October 16, 2026) publishes cancellation charges of $67,300, RUNT charges of $2,400, and a total of $69,700, in-person processing and a response in 3 business days; it also requires a certificate of no debts for departmental and municipal vehicle taxes. If you do it there, one of the offices listed is the Sede Caribe, at Carrera 64 C # 72-58. In another city, request the calculation from your authority.

What blocks the procedure and what is not erased

Vehicles with a lien, precautionary measure, or provisional deposit in a criminal proceeding cannot be dismantled or cancelled. That must be resolved first; the lien release is a separate procedure.

Honestly, the most frustrating part: cancellation is not an automatic clearance. Tax debts and prior traffic citations may remain collectible, and cancellation does not lift seizures.

Do not confuse it with a transfer

  • Cancellation: the vehicle disappears from the registry (destroyed, stolen, exported).
  • Ordinary transfer: the vehicle still exists and changes owners. If you sold it and the buyer did not register it, cancellation for disappearance is not the route; an action to register the sale is needed.
  • Transfer to an unidentified person: since February 6, 2026, new applications cannot be filed, and the Ministry said there are no later exceptions. It also did not work for theft or total loss.

The tax: filing a report does not turn it off

The taxable event of the tax under Law 488 of 1998 is ownership or possession, and the taxpayer is the owner or possessor. Article 40 of Law 769 does not say that the tax stops accruing or that cancellation erases it. Motorcycles with engines up to 125 cc are excluded from that tax, so at those displacements cancellation is not the way to stop paying it.

Two regional examples: in Valle del Cauca, theft, scrapping, or total loss do not automatically suspend collection; the suspension applies from the year following the cancellation act, and you must request in writing that the change be noted in the Departmental Automotive Registry, with the certificate of title. In Antioquia, the tax is generated in the name of the registered owner even if they no longer have possession. In other departments, confirm the rule with your departmental government.

When you can sell the motorcycle

If the plate remains active and the motorcycle is fit to ride, it can be sold: the listing should include papers, condition, price, and whether or not it has a lien. According to active listings on Colombia Move (October 2026), there are 14 motorcycles for sale and 13 are recent. To ride legally, SOAT and inspection matter; see the technical-mechanical inspection rules. If it has already been dismantled or the registration was cancelled, do not advertise it as a motorcycle for riding, nor sell its parts as if the registration were still active.

Frequently asked questions

❓ Are theft or total loss enough to stop the tax from being charged to me?

No. The cancellation act from the transit authority is required. In Valle del Cauca, moreover, the suspension runs from the year after the act and you must request the annotation in the departmental registry. In other departments, confirm the rule with your departmental government (verify with the official source).

❓ Does cancelling the registration erase what I already owe in tax and traffic citations?

No. Cancellation is not an automatic clearance and does not lift seizures. Prior debts may remain collectible, and the effect on future collection depends on each department's rule (verify with the official source).

❓ What papers are required if the vehicle was stolen?

Police report and a certificate stating that the final whereabouts are unknown. In the Medellín listing, that certificate comes from a judicial authority and they do not ask for the DIJIN for this cause; your transit authority will confirm the equivalent support, plus the plates and a certificate of no debts for fines (verify with the official source).

❓ Can I scrap the motorcycle if it has a lien?

No, as long as the lien, a precautionary measure, or a criminal provisional deposit remains in effect. You must first resolve that encumbrance through the lien release procedure and then begin the dismantling and cancellation (verify with the official source).

❓ How much does it cost to cancel the registration?

There is no single national fee. The Medellín listing, checked on October 16, 2026, publishes $67,300 for cancellation plus $2,400 for the RUNT, total $69,700. In another city, request the calculation from your transit authority (verify with the official source).

❓ Can I still transfer the car to an unidentified person?

No. The deadline to file that procedure closed on February 6, 2026, with no later exceptions. Moreover, that route does not replace cancellation for theft or total loss (verify with the official source).

❓ Where do I confirm whether the motorcycle is still registered before selling it?

At www.runt.gov.co, with the plate and the owner's ID document, and at the authority where it is registered. If the registration has already been cancelled, do not advertise it as a motorcycle for riding (verify with the official source).
