Convalidating a Foreign Degree in Colombia: MinEducación CONVALIDA Online Guide
Convalidación is the Ministry's official recognition of a finished foreign degree. Here is how the online CONVALIDA process works, what it costs, and what it does not give you.

Quick answer: convalidación is the Ministry of Education (MEN) officially recognizing a finished foreign higher-education degree, so it carries the same academic and legal effect as a Colombian one. The whole trámite is online on the CONVALIDA portal, and you never need an intermediary.
Four ideas get mixed up constantly, and mixing them up costs people money. Convalidación is national recognition of a completed title. Homologación is a Colombian university counting some of your partial studies so you can continue a program. A tarjeta profesional is a separate license from a professional council. Immigration status is a separate process with Migración Colombia. A convalidation resolution is none of the last two, and a private employer may well hire you without it.
When someone actually asks for it
Convalidation is not required for every job. According to the Ministry's process page, it is needed when a regulated profession's council demands it for the tarjeta profesional, when a public post or public tender requires it, and for placement on the teaching escalafón. Private companies can still ask for it, but that is their choice.
My honest advice: before paying anything, ask the employer or council in writing whether they need the MEN resolution. If you are a freelancer or remote worker with foreign clients, you may never need it.
The three pathways MEN uses
You do not choose the fast lane. MEN first checks that the institution and program were legally authorized in the country of origin, then applies one of three criteria:
- Acreditación or reconocimiento de alta calidad: the institution or program held official high-quality accreditation or recognition abroad, and your award date falls inside its validity. Maximum 60 calendar days.
- Precedente administrativo: the same program at the same institution, with at least three favorable academic evaluations on name, content, total hours, period length and modality, and no more than four years between your award date and at least one of them. A resolution issued by precedent cannot itself be the precedent for someone else. Maximum 120 calendar days.
- Evaluación académica: review by CONACES or the evaluator MEN designates. Maximum 180 calendar days.
These are maximums counted from the business day after payment is reported on the platform, and the clock pauses while you complete any documents MEN requests.
Some fields get no shortcut. All health-area titles go only through academic evaluation. Undergraduate law, accounting and education titles can use only precedent or academic evaluation, and they need extra Colombian proof under article 5 of Resolución 10687 de 2019:
- Law: approved Colombian constitutional law, administrative law, and civil, criminal and labor procedure, certified by a Colombian institution with a law program and current registro calificado.
- Accounting: Colombian commercial, tax and labor law plus accounting standards and NIIF concepts, certified by an institution with a current registro calificado in Contaduría.
- Education: the Certificación de Prácticas Educativas y Pedagógicas.
Being a famous university, or having a classmate who was approved, promises nothing.
The document stack
A general filing needs the online form, your identity document, the diploma, and a subject (transcript) certificate. Identity means a Colombian cédula de ciudadanía or, for foreigners, a valid passport or cédula de extranjería. For titles from Venezuela, a PEP or PPT is accepted only if you hold none of those three.
The foreign diploma and certificate need an apostille or diplomatic legalization from the issuing country; our apostille guide covers that step. If they are not in Spanish, they also need an official translation, which is a separate item. Per Cancillería, a translation made in Colombia for use in Colombia is not apostilled, but the foreign source document still must be. See our certified translation guide. A doctorate without a subject certificate may file an apostilled research-activity certificate instead.
Sequence matters for postgraduates: a posgrado filing needs your Colombian pregrado diploma, or the MEN resolution number that already convalidated your foreign pregrado. You cannot file pregrado and posgrado at the same time.

What MEN will not convalidate
- Diplomados, seminars, internships, deepening courses, and técnicos laborales or complementary courses.
- Títulos propios (unofficial university titles). The only exception is a student already enrolled before 9 June 2015, processed solely by academic evaluation.
- A double degree of the same name and level, or a joint program, when a Colombian institution authorized to award degrees took part.
- Unfinished studies. A diploma in progress or an acceptance letter does not count, and neither does a course-by-course credential report from a private evaluator.
What is eligible: completed official técnico profesional, tecnológico, universitario, especialización, maestría and doctorado titles.
Filing, paying and the clock
Go to the official CONVALIDA sede electrónica, create your user, upload your digital documents and pay by PSE. Portal screens change, so follow the live site rather than old step-by-step PDFs; the Ministry's "Pasos a seguir" page dates from 2019, before the current system.
On the Ministry's cost page, updated 13 February 2026, the fee is COP 960,539.16 for a pregrado title and COP 1,091,474.16 for a posgrado title. Recheck that page before you pay.
Two caveats. The fee pays for evaluating your documents; it does not guarantee approval and is not refundable. The only zero-fee cases are Colombian citizens registered as victims in the Registro Único de Víctimas, and a narrow rule for Colombians with a Cuban-government ELAM medicine scholarship who signed the Final Peace Agreement in 2017–2018, or their family members. Also, incomplete files are a common reason for refusal, so check every upload twice.
If the answer is negative, you can file reposición with the Subdirección de Aseguramiento de la Calidad or apelación with the Dirección de Calidad, within the deadlines in the CPACA. Confirm the exact terms on the resolution itself.
After the resolution: what it does not do
A favorable resolution does not issue a tarjeta profesional. Take engineering as the one example: foreign graduates must attach the MEN resolution to their COPNIA application. COPNIA lists a 2026 fee of COP 596,000, a maximum of 20 business days after your file is complete, and a digital card only. That fee applies to engineering and COPNIA-inspected professions only. If you are a doctor, lawyer, psychologist or accountant, check your own council.
The resolution is also not a visa or work permit. Immigration status stays with Migración Colombia; see work permits and visa types. Remote work on a tourist permit is another legal question altogether, covered in our remote-work permit guide.
Once your title is recognized, you can browse education job offers on Colombia Move. According to active listings on Colombia Move (17 October 2026), that education category has 0 active listings, so treat it as a place to watch, not proof of hiring demand.
Scams: use only the official channel
The Ministry has warned that intermediaries use fake sites, email and WhatsApp with official-looking branding. The trámite is 100 percent online and needs no intermediary. If a "gestor" on WhatsApp offers to speed things up, walk away and file only on the official CONVALIDA site and the Ministry's convalidaciones section.
Frequently Asked Questions
❓ Is convalidating a degree the same as homologating credits?
No. Convalidación is MEN recognition of a completed foreign title, with the same effects as a Colombian one. Homologación is a Colombian university recognizing partial studies so you can continue a program, and each institution decides it. (verify with the official source, as accessed)
❓ Do I need CONVALIDA to take any job in Colombia?
No. Many private roles do not require it. It is needed when a professional council, a public post, a public tender or the teaching escalafón demands it, and private employers may still ask for it voluntarily. (verify with the official source, as accessed)
❓ What does MinEducación charge and how long can it take?
On the Ministry page updated 13 February 2026, COP 960,539.16 for pregrado and COP 1,091,474.16 for posgrado, paid by PSE. Maximums are 60, 120 or 180 calendar days after payment is reported; the clock pauses while documents are missing, and the fee does not buy approval. (verify with the official source, as accessed)
❓ Does an apostille replace a Spanish translation?
No. The foreign diploma and transcript need an apostille or legalization, and anything not in Spanish also needs an official translation. A translation made in Colombia for use in Colombia is not apostilled. (verify with the official source, as accessed)
❓ Does the resolution give me a professional card or work visa?
No. It recognizes the title academically and legally. Regulated professions still apply to their own council for the tarjeta profesional, and immigration status is a separate Migración Colombia process. (verify with the official source, as accessed)
❓ Can I submit my bachelor's and master's together?
No. A posgrado filing needs your Colombian pregrado diploma or the MEN resolution that already convalidated the foreign pregrado, and the two cannot be filed at the same time. Diplomados and títulos propios are generally excluded. (verify with the official source, as accessed)
❓ A WhatsApp account offers to speed up CONVALIDA. Is that the Ministry?
No. File only on the official CONVALIDA site. The process is online and requires no intermediaries, and the Ministry has warned that fake sites, emails and WhatsApp accounts imitate its branding. (verify with the official source, as accessed)
