Single Window for Services (VUS) Fees in Bogotá 2026: Vehicle Transfers, Driver's Licenses, and Impound Yards

Quick answer: Since January 1, 2026, the Ventanilla Única de Servicios (VUS) charges each procedure as the sum of three components: Distrito Capital, the Ministry of Transport, and RUNT. If you arrive at the office with the figure from a press note, you could be $100 short at the cashier. The appointment is free and you don't need a agent.

I've seen the disappointment in the line: someone arrives with the amount they read on a portal, the total doesn't add up, and they have to go back. That's why I'm copying here the official VUS table, consulted on October 12, 2026, with the three columns and the total.

Car and motorcycle transfer: what the VUS charges

The transfer is the procedure that removes the seller from RUNT and leaves the buyer as the owner. These are the fixed fees:

The withholding tax is separate

The VUS line separates the fixed fee from the withholding. According to article 398 of the Estatuto Tributario (DIAN concept 011625 of 2025), when a natural person sells a fixed asset, such as a vehicle, a 1% withholding applies to the sale value, paid before the transfer at the transit office. The base is the agreed price, which cannot fall below the minimum set by the Ministry of Transport (DIAN Oficio 902749 of 2022). The VUS labels it "1% sobre avalúo como retefuente comercial" (1% on appraisal as commercial withholding). If your case is particular, confirm with an accountant.

Who pays the fixed fee is a matter of agreement between buyer and seller: no rule requires splitting it 50/50 or having the seller assume it.

Requirements you must bring

• Vehicle registered in Bogotá and entered in RUNT.
• Original ID card; seller and buyer registered in RUNT (if either is missing, see the RUNT registration guide).
• Valid SOAT and technical-mechanical inspection (rates and validity).
• Nationwide certificate of no outstanding fines and vehicle tax paid (paz y salvo).
• National Automotive Registry form and contract with fingerprints or certification of numbers.
• Withholding receipt and payment of the fee. If a party is a legal entity, its certificate is verified in the RUES.

Signing the contract does not remove you from RUNT. Until the transfer is registered, the person listed as owner remains responsible for traffic tickets, tax, and the consequences of an accident. It is done at any of the 19 offices, by appointment. And note: paying the transfer does not clear debts; those clearance certificates are a prerequisite. Driver's licenses in Bogotá

Other totals: duplicate and recategorization, $266.400 for a car and $209.300 for a motorcycle; change due to coming of age, $272.800 for a car and $215.700 for a motorcycle.

Registration, title, and RUNT

These lines appear when you bring in or register a vehicle:

• Registration: car $618.400 + $72.000 + $18.000 = $708.400; motorcycle, moped, and tricycle $330.900 + $72.000 + $18.000 = $420.900.
• Certificate of title and freedom from liens: $56.000 + $0 + $2.400 = $58.400.
• Registration in RUNT (natural or legal person): $4.300 + $18.000 = $22.300. Modifying data: $4.300 + $2.400 = $6.700.
• Vehicle registration filing in Bogotá: car $447.200 + $36.000 + $2.400 = $485.600; motorcycle $47.900 + $36.000 + $2.400 = $86.300.
• Transfer of registration (separate line): $28.500 + $0 + $2.400 = $30.900.

Impound yards: process, not pesos

Since January 1, 2026, impound yard rates apply, and the charge depends on the type of vehicle and the days in custody. Neither the Secretaría Distrital de Movilidad nor the Portal Bogotá publishes the amounts in the text of their pages, so I won't make them up: ask for them when booking the appointment.

• The appointment for releasing a vehicle from the impound yard is requested at (601) 364 9400, option 2.
• If the vehicle has been immobilized for more than a year, confirm the yard at the Centro de Servicios de Movilidad, Calle 13 #37-35, Bogotá.
• After an accident with an injured or dead person, the expert inspection is done at the Patio Transitorio, Av. Calle 63 No. 94-51/93. Show up from the following day, before 7:00 a.m., with at least two hours available. The inspection has no cost and requires no intermediaries.

How to pay and what not to pay

The VUS appointment is free. The procedure is only paid via PSE or at the bank cashier inside the office. Any street agent or payment through another channel is not a VUS channel, and they won't charge you less than the table.
